New Brunswick maintains the only legislated bilingual public school system in Canada. Provincial data from 2023 show that 42 percent of teaching positions requiring French proficiency remained unfilled after the spring recruitment cycle, with the largest shortfalls recorded in Districts 5 and 9 serving the Acadian Peninsula and northwest regions. The province’s Education Act requires every school board to deliver equivalent services in both official languages, yet the University of Moncton and Université de Moncton’s education faculty together graduate fewer than 180 certified bilingual teachers annually against an estimated annual demand of 320.

These shortages concentrate in communities where French is the first language for more than 70 percent of residents and where English-language media and services are limited. Teachers who accept positions in these areas frequently cite isolation from professional development networks centered in Fredericton and Moncton, as well as the absence of dedicated language-proficiency upgrading courses during the school year. Smaller school districts cannot match urban salary top-ups, widening the gap between supply and demand.

Organizations eligible for support must hold charitable status in New Brunswick and demonstrate active partnerships with at least one of the province’s four French-language school districts or with the Department of Education’s bilingualism secretariat. Applications require letters confirming that proposed teacher-training modules will be delivered in both languages and that graduates will receive priority placement in districts reporting vacancy rates above 30 percent. Budgets must allocate at least 35 percent of requested funds to travel stipends that offset the cost of instructors reaching remote communities.

Unlike Quebec programs that emphasize French immersion for English speakers, New Brunswick funding streams evaluate proposals on their capacity to increase the number of teachers who already hold New Brunswick teaching certificates and can pass the province’s oral and written proficiency exams in both languages. Successful applicants have historically included consortiums anchored by the University of New Brunswick’s education faculty working with the Société des Acadiens et Acadiennes, with documented placement rates above 80 percent in the first year after training.
