New Brunswick maintains limited fixed-site adaptive recreation infrastructure outside the Saint John and Moncton census areas. Provincial records show only 14 public facilities equipped for wheelchair-accessible fitness programming across a land area of 71,450 square kilometres. Mobile delivery therefore constitutes the primary service vector for the remaining 82 percent of the population residing in rural census divisions.
New Brunswick's population density averages 10.5 persons per square kilometre, with sharp concentrations along the Trans-Canada Highway corridor. Outside these zones, residents with permanent physical disabilities encounter round-trip distances exceeding 150 kilometres to reach any facility offering resistance-training equipment modified for spinal-cord injury or limb loss. Winter road conditions further restrict access between November and April.
The province's forestry and aquaculture sectors employ a higher share of workers over age 55 than the national average. Workplace injuries in these industries produce a measurable cohort of individuals requiring ongoing adaptive equipment. Public health data indicate that 23 percent of New Brunswick adults aged 45-64 report mobility limitations, yet only three certified adaptive-sports instructors operate outside the two largest cities.
The Rural Accessibility Program addresses these gaps by funding mobile units that transport specialized rowing ergometers, hand cycles, and sit-ski frames to community halls in Restigouche, Kent, and Charlotte counties. Grants may also cover annual maintenance contracts for equipment already placed in Edmundston and Miramichi, provided the applicant demonstrates a documented service schedule covering at least four additional rural sites.
Applicants must submit a vehicle-registration certificate confirming the transport unit meets Transport Canada winter-tire and cold-start standards. They must also provide letters from two municipal recreation departments confirming scheduled access to heated indoor space for at least 120 days per year. Unlike Quebec programs that accept virtual coaching logs, New Brunswick requires quarterly in-person attendance records signed by a certified kinesiologist.
Capacity requirements include documented storage facilities capable of maintaining equipment between -20 °C and +25 °C. Organizations must also show that at least one staff member holds current certification from the Canadian Therapeutic Recreation Association or equivalent provincial credential. Funding panels evaluate these criteria before releasing the first equipment disbursement.
