New Brunswick faces acute cost barriers in scaling community health worker programs for children under five. Provincial health budgets allocate roughly 18 percent less per capita to preventive rural services than the Canadian average, with training certification programs requiring CAD 4,200 per worker after subsidies. These expenses compound in regions where 42 percent of families live more than 30 kilometers from the nearest pediatric clinic.
The barriers concentrate among single-parent households in the Acadian Peninsula and northwest forestry zones, where median incomes fall CAD 11,000 below the provincial figure. Seasonal workers in potato and blueberry sectors encounter additional out-of-pocket travel and childcare costs during the six-week certification window. Bilingual delivery adds another layer: French-language modules require separate instructors, pushing per-cohort expenses above CAD 28,000.
Cost constraints also limit retention. Workers who complete training often migrate to Ontario or Alberta within 18 months when local wages average CAD 19.50 hourly versus CAD 27.00 elsewhere.
This funding offsets direct training and equipment line items that provincial operating grants exclude. Proposals can request up to CAD 150,000 for cohort delivery in designated rural health authorities, covering instructor fees, bilingual materials, and modest travel stipends tied to verified placements within 12 months. Applications must document county-level wait times for well-child visits exceeding 11 weeks and project the number of additional households reached per worker.
