Provincial data from the Department of Education show that 4,800 K-12 students identified an East or Southeast Asian language as their primary home language in 2023, yet only 38 certified teachers hold any formal proficiency in Mandarin, Korean, Vietnamese or Indonesian. Educators in rural districts such as Restigouche and Charlotte counties face the steepest gaps. These counties report teacher turnover rates of 19 percent annually and draw 31 percent of new hires from out-of-province applicants who lack prior exposure to the province's linguistic mix of English, French and Mi'kmaq. Urban centers including Saint John record rising numbers of families arriving through the Atlantic Immigration Program from the Philippines and Vietnam, concentrating demand for after-school language support that current staff cannot supply. The grant funds intensive 8- to 12-week summer institutes at approved institutions in Taiwan, South Korea and Vietnam. Participants must demonstrate three years of continuous employment in New Brunswick public or First Nations schools and commit to delivering at least one 40-hour Asian language module upon return. Funding covers tuition, travel and a CDN $4,200 stipend calibrated to offset lost summer wages for teachers on 10-month contracts. Selection prioritizes applicants from districts where the ratio of Asian-language-background students to qualified instructors exceeds 65:1. Applications require a letter from the district superintendent confirming the school's intent to timetable the new module within two academic years and a one-page plan detailing how the acquired language skills will integrate with existing French-second-language or English-literacy objectives. Unlike Quebec programs that emphasize metropolitan service hubs, New Brunswick evaluates proposals on capacity to serve dispersed rural schools where broadband latency exceeds 80 milliseconds.
